Hawaii State Ethics Commission was established in 1968 to promote and enforce high standards of ethical conduct in state government and to preserve public confidence in public servants. Their website has everything from Statutes and Rules [1], advisory opinions [2] and downloadable forms [3] to public records [4].

Honolulu County

According to the U.S. Census Bureau [6] Honolulu County is the largest county in the State of Hawaii. The Island of Hawaii is all one governmental unit, the County of Hawaii. Unlike some other jurisdictions, there are no individual city or municipal governments.

The Honolulu Ethics Commission [7] advances the standards of ethical conduct in government. The purpose of their laws and the Commission's work is to improve and maintain public confidence in government officials and employees. The Ethics Commission has a mandatory training [8] program in which elected officials, supervisors, managers and board and commissioners can sign up to take at the City's web site [9].

HILO

The City of Hilo is the business and government center of the island of Hawaii. Hilo, a geographic district some 398 square miles in size, has a population of about 47,000 and is the center of retail activities of more than 75,000 people.

Hawaii Government is run as the other 49 states with a senate, house of representatives and city/county councils. There are four county seats: Oahu, Kauai, Maui (also includes Lanai, Molokai and Kahoolawe) and Hawaii counties.

The Island of Hawaii is all one governmental unit, the County of Hawaii. Unlike some other jurisdictions, there are no individual city or municipal governments. The County has Mayor and a nine-member County Council. The Hawaii Police Department and the Hawaii Fire Department have their headquarters in Hilo.

Hawaii County

According to the U.S. Census Bureau [6] Hawaii County is the 2nd largest county in the State of Hawaii with a population of 162,971. The Island of Hawaii is all one governmental unit, the County of Hawaii. Unlike some other jurisdictions, there are no individual city or municipal governments.

The Hawai'i State Constitution states that the people of Hawai'i believe all public officers and employees should exhibit the highest standards of ethical conduct. To that end it requires that every political entity adopt a code of ethics [15]. Accordingly, the County of Hawai`i has adopted a Code of Ethics which strives to ensure that the public has trust and confidence in the integrity of government.

Maui County

Maui County is the third largest county in the State of Hawaii with a population of 138,221 [16]. The Island of Hawaii is all one governmental unit, the County of Hawaii. Unlike some other jurisdictions, there are no individual city or municipal governments.

Maui County has a comprehensive web site which includes a Maui County contact directory [17] as well as the County Charter [18], County Codes [19] and Board of Ethics [20].
