In 2006, Colorado voters approved a constitutional amendment creating an ethics commission. The ethics commission became operational in 2007.

The Denver Board of Ethics" [8] is a five-member board appointed by the mayor to review potential conflicts of interest in the dealings of city employees and officials and to render advisory opinions. Denver Code of Ethics [9] provides the framework for dealing with questions of ethics.
