Title 38 (Public Officers and Employees), Chapter 3 of the Arizona Revised Statutes covers Conduct of Office, including Conflict of Interest of Officers and Employees and Standards of Conduct for Members of the State Legislature. Chapter 3.1 covers Standards for Financial Disclosure and Chapter 3.2 covers Public Service Orientation Programs. The Arizona Department of Administration provides ethics classes which must be completed by individuals appointed to Boards or Commissions within 6 months of their appointment, per the State Statutes.

The City's Auditor Department provides copies of the City of Phoenix Ethics Handbook which includes all applicable laws and policies. City employees are expected to discuss improper actions with their supervisor or bring the improper action to the attention of the Management Audit Control ("MAC") Committee (Phone: 602-261-8999). The MAC Committee is comprised of the City Auditor, the City Attorney and the Assistant City Manager. Members of City Boards, Commissions, Committees and the City Council are asked to contact an attorney in the City Attorney's Office (602-262-6761). The theme presented throughout the Handbook is "If in doubt, don't." Penalties and sanctions are also outlined in the Ethics Handbook.

The Maricopa County Procurement Code highlights employee ethics, and covers areas such as influence and conflicts of interest. The County also has an Internal Audit Department to ensure that County resources are applied efficiently, economically, and effectively to achieve the purposes for which they were supplied.
