New Mexico's Ethics Administration, under the office of the Secretary of State, is primarily concerned with lobbyists, political committees, political candidates, and elected officials. There is a Governmental Conduct Act, but it does not apply to legislators or judges.

Synopsis of City Ethics Program: Albuquerque's Office of Boards and Commissions provides support to the city's Board of Ethics. One of Albuquerque's five-year goals (between 2002 and 2006) is Government Excellence and Effectiveness, making a city government that is "ethical and accountable." The city also has Ethics and Conflict of Interest rules regarding its investment policies.
