Rhode Island's chapter of Common Cause, the Rhode Island Ethics Commission is among the nation's most powerful due to its "unique constitutional authority both to adopt and to enforce a code of ethics for all public officials in the state."

In June, 2004, Mayor Cicilline announced his plan to implement a city ethics code and ethics training for city officials and employees. Cicilline also plans to create a position of Municipal Integrity Officer.
