Synopsis of State Ethics Program: Rhode Island's Ethics Commission consists of a maximum nine members, appointed by the governor, who enforce the state's ethics code. According to
Rhode Island's chapter of Common Cause,
the Rhode Island Ethics Commission is among the nation's most powerful due to its "unique constitutional authority both to adopt and to enforce a code of ethics for all public officials in the state."

Synopsis of City Ethics Program:
In June, 2004, Mayor Cicilline announced his plan to implement a city ethics code and ethics training for city officials and employees. Cicilline also plans to create a position of Municipal Integrity Officer.
