"Not later than June 30, 2007, the governing body of each entity covered by this chapter shall adopt by ordinance or resolution, as appropriate, ethical standards for all officials and employees of such entity. To the extent that an issue covered by an ethical standard is addressed by a law of general application, public law of local application, local option law, or private act, any ethical standard adopted by a governing body shall not be less restrictive than such laws."

Memphis Representative for Super District 9 - Tom Marshall [7]

Councilman Tom Marshall first served on the Memphis City Council [8] in 1986 and was later elected to Position 6 At Large in November 1987. He now serves as the District 9 Position 2 council member as a result of the redistricting plan approved by the Memphis City Council. Presently in his fifth term, Councilman Marshall is the Council=s senior member and currently serves as the 2007 Council Chairman.
Councilman Marshall is an arbitrator for the American Arbitration Association and is a member of the Commission on Aging. He served as Council Chairman in 1991. Termed by some "The Negotiator," Councilman Marshall has been called to mediate a number of disputes, including prevailing wage, the construction of the Riverbluff Walkway, and the NBA Arena. In 1999, he served as Chairman of the Ethics Ad Hoc Committee and was a key sponsor of the Ethics Ordinance.
