The State of Illinois Board of Ethics is authorized under Executive Order 77-3, which only applies to the executive branch. The three member Board meets monthly to rule on written requests for conflict of interest rulings and to review statements of economic interest for potential conflicts of interest. There is also an Illinois Governmental Ethics Act, which applies to all elected officials.

The Cook County Board of Ethics is responsible for enforcing the Cook County Ethics Ordinance. The Ethics Ordinance requires all Cook County officials and employees to abide by a Code of Conduct which sets forth general directives to ensure fair and honest government in Cook County.
