The Massachusetts State Ethics Commission was established to foster integrity in government and promote public trust. It serves to arbitrate instances of conflict of interest that arise when public officials acting in their official capacity participate in matters involving their private interests.
The Massachusetts State Ethics Commission has jurisdiction over state, county and municipal employees, whether elected or appointed, paid or unpaid, full-time or part-time; in some instances consultants fall under the Commission''s jurisdiction. The conflict of interest laws place restrictions on what government employees at all levels and in all branches can do on the job, after hours and when they leave public service.

The City of Boston does not have an ethics commission or an ethics code.

Although Dukes County does not have an ethics commission, the legislation establishing the city governing commission in Massachusetts General Laws, Section II: Form of Government stipulates that commissioners " ... shall abide by the Massachusetts Conflict of Interest Law" and any "Code of Ethics" the Commissioners approve subsequent to the adoption of the Administrative Codes ... "

A unique condition exists at the courthouse in Greenfield. The employees of the New England Learning Center for Women In Transition (NELCWIT) have unabridged access to the personel and records within the Probate Clerks office. The NELCWIT employees move thru the building as if they were working for the court. The familarity they have with procedures and customs of the probate office allow them to influence the outcome of cases. NELCWIT has a political agenda and a sexual bias that is contrary to justice.
