Mr McClintock has created the website www.cityethics.org as the basis for City Ethics Inc. - a non-profit established with the goal of making it easier to establish effective ethics programs in Cities and Counties Internationally.
ETHICS PROGRAMS
Mr. McClintock has a distinguished volunteer commitment in the international ethics and anti-corruption community and is an Ethics Commissioner for the City of Jacksonville, FL. He has been associated with the Council on Governmental Ethics Laws [cogel.org] ' and was recently responsible for a complete replacement of their web architecture and site content. He has also worked with the International Institute for Public Ethics [IIPE.org] and is currently the IT director for CityEthics [cityethics.org], an international non-profit devoted to the establishment of government ethics programs.
Mr. McClintock has also served at the request of the Mayor of Jacksonville as a commissioner on the City's International Development Commission (2001-2003) before he was appointed to the City's Ethics Commission. He remains a serving Commissioner to this day, and has spear-headed several reforms to the city's ethics legislation.
Recently, Mr. McClintock has worked as a volunteer in the following areas:
- establishment of youth character education programs in several mid-east countries, including Iraq.
- taught at the Markkula Center for Ethics [at Santa Clara University] on "Technology and Ethics" at the 2007 "Ethics Camp"
- presented at the NACo 2007 Annual Conference [National Association of Counties] in the Leadership seminar entitled "Living up to the Public Trust: Creating & Strengthening an Ehtical Culture"
OVERVIEW
Don McClintock has been in the Telecommunications and data networking field since 1983. He has held various roles, from very specific telecommunications hardware engineering, to software engineering, to data networking ' specializing in network management.
In 1991, Mr. McClintock joined Cabletron Systems Inc. ' at that time one of the top 4 manufacturers of networking hardware; competing with Cisco, Nortel, etc. His role was Asia-Pacific product manager for SPECTRUM, an enterprise network management platform used by many fortune 500 companies.
Don held this post for 3 years, and then transitioned into a regional manager position (still with Cabletron) in Western Australia. During his tenure, Mr. McClintock won a major contract with BHP Billiton to provide a complete standards-based industrial control systems network infrastructure ' at a time when most control systems were based on proprietary networking technologies.
In 1996, Mr. McClintock established his own company 'Network Design & Control Inc.' and serviced defense contractors, commercial and government security agencies. He expanded his corporation through the establishment of a subsidiary in the U.S. based in Jacksonville, Florida in 2000 and now operates solely in the US with a technology integration company providing network design, installation & maintenance services. NDC now partners with Cisco Systems for all security solutions. Mr. McClintock has a long history of successful implementations of complex infrastructure enhancements or replacement projects.
During that same period, Don has maintained a strong relationship with Rayonier Corporation, managing their WAN infrastructure, and phasing in new Cisco LAN/WAN technologies. During the last 24 months, for example, he has been responsible for the replacement of all networking infrastructure in Rayonier Corporate, including the Switched LAN, Domestic and International WAN links, and remote access/IPSEC/DMVPN technologies.
SUMMARY
Mr. McClintock offers a strong mix of technology understanding and good communication skills with international experience in Asia, Australia and the U.S. His skill set enables him to supervise and implement large scale international projects, with government and defense expertise.
